How the numbers are made

A regulated substance carries the exchange value the AIM Act gave it: HFC-32 is 675, HFC-125 is 3,500, HFC-134a is 1,430, HFC-143a is 4,470. A blend is the weighted sum of its parts. R-404A is 44% HFC-125, 52% HFC-143a and 4% HFC-134a, which comes to 3,922. The non-HFC parts of the newer blends take the values in table 1: HFO-1234yf and HFO-1234ze(E) are 1, so R-454B, which is 68.9% HFC-32, lands at 465.

Common questions

Why does 53 matter?
The leak repair section applies to appliances whose refrigerant is a regulated substance (an HFC) or a substitute with a global warming potential greater than 53, using the GWPs in table 1 of 40 CFR 84.64(b) (84.106(a)(2)). A refrigerant at or below 53 is outside the section on that test alone.
How is a blend's GWP computed?
The sum of each constituent's GWP multiplied by its nominal mass fraction (84.64(b)). R-410A is half HFC-32 at 675 and half HFC-125 at 3,500, which is 2,088. The regulated substances' values are the AIM Act exchange values in appendix A to part 84.
What about R-22?
R-22 is an ozone-depleting substance. An appliance containing solely an ozone-depleting refrigerant is excluded from 84.106 and stays under the leak repair requirements of 40 CFR part 82, subpart F, whose threshold is 50 pounds.
