Every 15-pound job now ends with a record

You run two to six trucks. Your techs top up walk-ins, rooftop units and rack systems all week, and since January the rule binds you on every one of them that holds 15 pounds or more: the leak rate gets calculated, and the customer gets a record. This page is what the office must keep and what the tech must hand over, with the section under every sentence.

What the rule asks of the technician

Persons adding or removing refrigerant must, on conclusion of the installation, service, repair or disposal, provide the owner or operator with documentation of the service (84.106(b)). If the work is done by someone other than the owner or operator, that person must hand over a record of the appliance and its location, the date, the parts worked on, the type of work, who did it, and the amount and type of refrigerant added or removed (84.106(l)(4)). Repairs of leaks above the limit must be made by a certified technician (84.106(c)(1)), and the leak inspection that finds them is the technician's to conduct (84.106(d)(1), (g)(2)).

The verification tests are yours too. An initial verification test after the repair and before refrigerant goes back in; a follow-up test within 10 days of a successful initial test, at normal operating conditions. The technician conducting them must provide the owner with documentation of the dates, the leaks tested, the methods and the results (84.106(e), (l)(7)).

What the office keeps

The owner or operator keeps the record for three years (84.106(l)), but the contractor who wrote it will be asked for it: at the next visit, at a sale of the business, or by an inspector. The service ticket that meets 84.106(l)(2) carries the appliance and its location, the date, the parts, the work, the name of the person who did it, the refrigerant added or removed, the full charge, and the leak rate with the method. One ticket per visit, with the tech's 608 certification number on it, is the whole obligation on paper.

The leak rate is where hand-kept records go wrong. The annualizing method divides pounds added by full charge and by the share of a year since the previous addition (84.102), which means the previous addition's date has to be on file, per appliance, and the first calculation since 1 January 2026 uses 365 days (84.106(b)(1)). A facility picks one method for all its appliances and keeps to it (84.102). A ledger that holds the appliance card computes the rate from the entries on the day the tech logs the addition, and the ticket carries the figure.

Handing the owner the record

The customer with three covered appliances did not know the rule existed until you told them. The record you hand over is the thing that makes the visit worth what you charged for it, and the thing that brings the next call: when the rate is over the limit, the 30-day repair clock and the verification tests are scheduled work (84.106(d), (e)), and when an appliance leaks 125 percent of its charge in a calendar year, the owner has a report due by 1 March (84.106(j)). A ledger the owner can open by link, without a login, is how the record travels from your ticket to their file.

What this page does not say

Whether any appliance, technician or business is in compliance. It states what the section requires and who it binds, with the paragraph for each, so you can read the text yourself. The ledger records and computes; it certifies nothing, and the rule's obligations stay where the rule puts them.
